Why the septic evaluation comes before everything else
The first thing to determine on any rural BC property intended for development is whether the site can support an onsite sewage system that meets the regulatory requirements for the intended use. In British Columbia, under the Sewerage System Regulation, all onsite sewage systems must be designed and certified by a Registered Onsite Wastewater Practitioner (ROWP) or a professional engineer. A building permit for a residence outside a municipality serviced by public sewer cannot be issued without a septic permit, and a septic permit cannot be issued without a site evaluation and approved design. These answers have direct implications for the design of the house and its placement on the lot. A site where the only viable system location is in the south corner of the property determines that the house cannot be placed in a position that would conflict with that area. A site with shallow bedrock that requires a raised system may require a larger above-grade footprint that affects site grading and aesthetics. Excavation for the septic system and the building foundation cannot proceed without both permits in place. Starting excavation before permits are obtained is not only a regulatory violation but risks having the installation ordered to stop and potentially removed if it does not conform to the approved design.
Soil assessment and what it reveals
The soil assessment is the technical foundation of the septic design. A ROWP opens test pits at multiple locations on the property and evaluates the soil at each horizon: the texture, structure, colour and mottling that indicate drainage characteristics and seasonal saturation. Hydraulic testing, which measures how quickly water drains through the soil profile, provides the percolation rate that determines the size of the dispersal field required for the system’s daily flow.
Clay soils with poor drainage require larger dispersal areas or alternative treatment methods. Coarse gravelly soils that drain too quickly may require systems designed to ensure adequate treatment before effluent reaches groundwater. Shallow bedrock limits how deeply a conventional trench system can be installed and may require a raised or mound system. Excavation planning around the septic system
Once the septic design is approved, the excavation plan for both the septic system and the building foundation must account for their relationship to each other.
